because theres not a case under the wood. the case was damaged but not the cells

No not this one. The wooden one was from lousianacrx. case was messed up so he made the box

why is the wooden one sitting at a lower voltage? Is that after charge or after sitting in the garage for a few months? I might take one off your hands, if lousianacrx can chime in and confirm, he is pretty trust worthy. Not saying your not, but lousianacrx seems to be straight up.
