15's that like 44hz, 3600watts,3.5cubes

Why must it be Dual 4? I assume you're not trying to get to 8 ohms, and a dual 1 sub can be wired to 2 ohms as well.
I've got eight T3-500d's bridged that should give me 4 pair at 1800watts a coil.

At 4ohms a coil each of the 8 amps should see 2ohms.

street c legal

They can do 1ohm but for how long I'm not sure.

 
I picked up a couple of 15"VFL extremes. They will only handle half the power I have but 1800watts a sub should be good enough.
