loudness

So can somebody explain to me really what the "Loudness" feature does on the CD player. It usually has the "Low, Medium, and High" settings, or for cheaper decks "On". haha. Obviously it makes everything Louder, but... When does it actually benefit to use it, and what exactly does it even do...
