It’s likely due to the parking brake interlock or regional settings check the wiring and radio setup to enable regular radio.
You opened the parking brakes switch area? Why? There’s a problem on that thought. The radio don’t care if the regional voltage is low or high. The settings are local, so not any volts to the radio from the regional area still means “jack ****”. And will not accomplish the function desired. Truthfully. The big 3 setup may still not accomplish anything. You could try, but in one year after, same problem.

What kind of car do you have and how old or new is the car? The only thing I can think of is enough volts needs to go through your radio. Like red, yellow, blue, etc.. Then see if the radio is losing some power to it. NEX 4100 Pioneer is a good product. Check for volts and loose wiring somewhere. ISO connections, speakers, all of this connections affect the radio volts. So check all of it.​
