my gains are only at half way

I just installed my new Aura amp today along with a Phoenix gold PLD (signal amplifier) to power up a JL 10w3d2. Everything seems to sound great until i lower the volume all the way and i still hear like a humming "putt putt" to my woofer. It seems to be still getting signal or something. What...

i was thinking maybe at least 200 watts to the woofer....that should be enough to get some rumble...
