He doesn't always do a dispute with paypal. He will call the seller direct and talks them into a partial refund without ever getting PayPal involved. This way he gets his B.S. scam refund and there is NOTHING Paypal can do because they agreed to give him the refund.

This is true! They do send each other amps to sell. When the heat is on one of them they ship directly to the other person and then they sell it for them. They have been getting away with this SCAM for Years and Years.
