No, I mean to tell you that it is getting Voltage throughout. It has nothing to do with the LED's in the amp. I put in an input signal and it has output but it is just really low.

Here are some pictures of the amp with the top off I tested most of the connections with a digital multimeter after hooking it up to a breadboard in my electronics class at my college. I didn't see anything abnormal with it just powered on, I need to figure out a way to give it input signal...

Thank's for the optimism. My question was basically if anybody else has had this problem with the amp, so I don't have to pull it apart and sit there with a multimeter for an hour trying to solve the problem.
