True, but when you are protected by the media and big law, you can get away with it. Just look at the Epstein cases. Clinton's name is mentioned hundreds of times in the report, but their followers close their ears and look away. The second they heard Trumps name mentioned, they investigated it. It turned out that the girls stated they never met with Trump. However, you don't see the report of them talking about meeting with Clinton.

When someone tells you not to put your finger in a light socked, but you don't listen and do it anyway, you can't blame the electrical company because you got shocked.

Biden knew shutting down the country would kill the economy and that it was overkill, but he did it anyway. So, YES... He is absolutely the one to blame.
