Probably went down because it had already infected the majority and was waning. Why would anyone say it was the vaccine at this point given its inability to stop this virus. I think the vaccine has helped turn people against each other more than it has helped anyone with the virus.

As far as dividing a country... that was the left's doing all day with their smear campaigns, constant bashing of the President, their willful refusal to listen to him as their President and the huge role the liberal leaning media played in it.
