RCA signal lost somewhere??

Installed a Type R / amp in my car today, used an LOC to go from the 6x9 signal to RCA cables. No sound comes out of the amp at all, I can't even feel the sub moving a little, however I run RCAs from someone else's car for a signal then it plays fine, so I nkow the amp is connected OK.

My friend was cranking on the gains for the LOC and at one point it was working, but then we turned off the car, then tried like 2 minutes later and it stopped working again.. this is the 2nd LOC I tried so I dunno what's up with this.

Any suggestions on problems to check?
