Need help with rust!!!!

I would just like some peoples opinion on what the best method of dealing with rust is. I hear there is this spray that sprays on black and makes and turns the rust into a hard surface that can be worked with and it stops the spread of the rust. I have some rust on the bottom of my car and I really can't stand it but I've never done any sort of "body work" on my car so I am little afraid almost. Any opinions and help would be great!!! Thank you.

 
Yea, no way can I do that. I have no experience with media blasting, sheet metal, or welding. I know how to sand down rust and spray some primer on it, but I was wondering what you think of that rust inhibitor that turns the rust black?
