Rap has NEVER been good in my opinion, I say my opinion because I define rap, from any time period, as having the types of lyrics you describe, or basically any track that there is obviously much more effort put into the beat than put into the lyrics is rap to me. Because of my definition of rap, it has never been "good", just entertaining at times. What you may be reffering to in "taking a turn for the worse" is the illusion of a transition from HIP-HOP into rap. This isnt true, even if it may seem so. Rap and hip-hop have been around for decades as two seperate forms of music, neither has changed much really, rap has just recently taken the spotlight from hip-hop, thus you have to do a little searching for hip-hop, it wont be on the radio/MTV much. I just think its really important to make a distinction between rap and hip-hop.
