Sub/Amp not working correctly? Please Help, I'm stumped.

I cranked my stereo up loud enough and when I test the output of the Amplifier when there is no bass it drops down to .028 - .050 volts. When the bass kicks in the amp immediately goes into protect mode at exactly .500 volts. When the bass drops back down it powers back on and looks normal.
