This will have the shiny chrome looking cone and the upgraded tinsels that are wrapped in colored rubberized material. The 15 I just picked up is the older one with the old tinsels. All I did was take some electrical tape and wrap it as tightly as I could around them. I played around with the excursion and couldnt get the leads to get near the cone. The models are almost identical tsp wise, the older one has a slightly lower vas and higher q vlaues but they are just about identical.
