J/k, its probaly the voice coil, its most likely blown.. when it blows the voice coil can unravel, or just make a hell of a mess in the voice coil gap (im guessing its a very small gap on that speaker) so that would explain why its locked.. try putting some current through it and see what happens, but im sad to say its probaly not going to do anything..
