As for knowing they dont, Im not saying you cant really know, maybe you work for the CIA or fly a U2 or something, but everything Ive read about the situation indicates even the higher ups in our government dont really know what they are or are not capable of at this point. I mean, the problem is North Korea is trying to say they have it, while being very secretive about the details, so Im skeptical you know for sure.
