Politicians know that by then the political climate will have changed (new president, probably a shift in congress) and a new 10 year plan will be drawn up. It would be interesting to see our policy makers be forced to draw up plans that would expire within their term limits, and see how much more effective their plans would become.</p></blockquote><p></p>
