there use to be one that would look the website up in chinese, then convert it to english after it was finished downloading and i could always get on anything. i definately can't remember what the name of it was.

Ok, heres what I want:

A program that can acces proxy servers, not just a website. I can download it when I go off campus, and I want it to work when I get back on campus.
