He can say something to an oil producing country that will cause them to do whatever they do to raise or lower the cost of gas down the line. Produce more or less oil. (Direct Action).</p><p></p><p>He can make decisions here on our soil that can affect the price of oil as well without speaking directly to these oil producing countries. (Indirect Actions).
