I forgot to add that I eventually ditched the original tweeters, which I didn't particularly care for. I decided to use some Crystal Mobilesound silk tweeters that I had sitting in a box from a past install. With the CL-6a mids, Crystal tweeters, and 560 x-overs...it was a quite an improvement.

Just to give you another bump.... I've not heard the CPE 3-ways. I heard good reviews about them, though. But that was years ago. I used to run they CPE 2-ways and the were good. But I later went with the CSC 2-ways and they are better. Check around and see if you can also find some...

Perhaps another option? How about some really, really good components in front and just good coaxials in the rear (instead of higher-end). Both CDT and Crystal make some good coaxials that are relatively inexpensive.

Good. Just start from square one and go through the basic procedures for gain setting. Starting by setting the fader to 0. At least it will eliminate a couple of things.

What are your gains set at? (I didn't see it posted.) I've had the older USX Usacoustics amps and they were fine once the gains were set properly. But that's true of many amps. Also, I don't know if the USC (newest) versions are having problems or not. But the older ones worked well for me.
