It was actually Jimi that created the "consulting fee paid to a consultant" conspiracy theory.

I'd be willing to bet money that the FBI didn't get confused and forget to tell Homan that the $50,000 cash in a paper bag was for special favors, and not to provide consulting services.

Though I'm sure it was very common for Homan to accept $50,000 cash in paper bags for his fees. He probably has a lot of contracts written on paper napkins for consulting jobs where he is paid in cash.
