Okay, so Illinois SC overturned Smollett's case under the 5th amendment/double jeopardy. The charges were initially dropped in exchange for Smollett forfeiting his $10k bond and doing community service. Smollett WAS NOT required to apologize or admit that he staged the attack. That pissed the public off, so they prosecuted him and he was found guilty. I don't like it, but it looks Illinois SC was right in this case.

"We need to increase sales" is similarly not a plan.
A plan outlines the exact steps to achieve the goal, the physical things (money, employees, inventory) to be achieve the plan, the actual goal to be reached.
