Of course they're steel. That's how they make the N and S pole of the magnet wrap around and create the gap... it needs to be as conductive as possible for magnetic flux, this is why the grade of steel is important. Think of it as a big horseshoe magnet with the two ends turned inwards, that's what a loudspeaker motor is.
Direct quote from their email to me:

"Top plate is aluminum on the radial neo's.

The gap is in the neo blocks which are N48h."

Might try to find them direct from a supplier later on though
Its hard to find a neo motor from a supplier without paying for multiple units up front. Subwooferparts.com is really one of the only places youll find them sold individually, unfortunately

Yea, that's the only legitimate website I've seen them for sale. I wouldn't buy anything from Alibaba
