When does power overcome cone area?

I've been wondering this for awhile and thought it was a good question...I'll do my best to explain. Say you have 2 12s compared to an 18'' or a 15'' compared to an 18''. Assuming it was the same sub (different size), built to spec box, same vehicle, etc...how much power will it take in comparison to cone area to be louder than the bigger amount of cone area?

on paper, 2 12" RE SEs will overtake 1 15" RE SE at 584 watts

the 2 12"s in 2.265 cubes, the 15 in 2.295 cubes

I would think 2 12"s would be louder at any voume?????????/
