I have a Soundstream pca2000D, 2k @1. I can do it shipped right around your price range.
Ive got a powerbass xa1500d. 1/0 power and ground inputs. Ive ran my xa900d at .25ohm for a couple months with no problems. Ive never tested this 1500 below 1 ohm, but id be willing to clamp it with an amm-1 and post pics if you're interested. $200 shipped
