What really happened is TrumpCo planted agent provocateurs in the BLM protests to incite violence creating a win-win-win situation for himself. No matter what he could tweet "look at the shitheads on the left." If Federal assistance gets refused, he can say "The dems are letting your cities burn" although he tweeted that in much less articulate manner. If they accepted his help, then Trump declares "Look at me, saving the liberals from themselves - I awesome!"
