You need a scanner, d00d.

Citizen's Band, or 11-meter, is specified by the FCC for any Joe Shmoe who buys a transceiver, to span from 26.965mHz (Ch 1 out of the 40 channels on CB) to 27.405mHz (Ch 40).

Cops talk up in the 800 and 900 mHz range ~ nowhere near CB traffic.
