He means that each time you double the power to get those 3 theoretical dB's the number of watts needed gets a lot bigger each time.I'm pretty sure that figure stays the same no matter what decible you are at.
For example if we have a speaker that does 90 dB at 1 watt at 1 meter then science says
93 dB at 2 watts
96 dB at 4 watts
99 dB at 8 watts
101 dB at 16 watts
104 dB at 32 watts
107 dB at 64 watts
110 dB at 128 watts
113 dB at 256 watts
116 dB at 512 watts
See how fast the power needs add up to get a minimal increase in SPL ? It gets worse when you talk real world numbers where you have to deal with things like limits of the driver, the electrical system, cancellation, etc...
