Good ways to watch Tv on ur comp (PCI cards?)

I want to be able to watch cable TV on my computer next year in my dorm. I think the PCI cards you can fit on a desktop are kinda cool because a lot of them give you the option to pause and record live tv and all that. The only thing i'm worried about is picture quality. I mean i'm not THAT anal about my picture quality but i'd like it to be as good as watching tv on a normal tv set. I was thinking one of the PCI cards (open to recommendations) unless there is another device that works better.
