To put the gender identity thing in perspective, think about this: fish, dogs, cats, animals, insects, et al all know what gender is. Yet around 1/2 the voting population can't define a woman without using the word woman.
I believe it's more to do with the people in charge of negotiating/deciding rates having zero real world experience on how this kind of thing plays out. When your whole life is spent in college then govt your world view is so skewed common sense doesn't exist anymore
