Most proxies are slow and inconsistent, but when you can't get it at all, this is better lol.

If he has a PC at home then he could set that up as a proxy and leave it on then connect to it from school to do his deedz. Then he could get some decent Downloading but still nothing to sneeze at since it will be limited by upload speed of his home connection. Now iof he know someone on a T1 somewhere or FiOS willing to setup a proxy, that would own.
