So if he had sent it via UPS with a tracking number, UPS left it at the front door, and a neighbor decided to steal it, would it still be 2kchevy's fault?

Ultimately it is UPS fault for leaving it. But it is still 2ks responsibility to now start the claim process. In this case though we don't even have proof of delivery period. A receipt doesn't prove shit either.
If ups left your newegg order on the step and someone stole it, would you call newegg to sort it out or say oh well, my fault? It is ultimately the sellers responsibility to make sure it gets into the buyers hands and taking the steps necessary to prove they did. If you send a high dollar package with no tracking and no insurance, sorry it is 100% on you. If this package was insured then it is 2ks job to initiate the claim and Sykos job to be patient. I am guessing no insurance exists on this package though.

It's a shitty situation for both sides, but unfortunately there is no way Syko should carry the financial burden of USPS not finding this package. The proper steps weren't taken to insure it's arrival. I'd make Syko wait possibly 3 more weeks to give USPS more time, but if they don't produce this package and he had no insurance then in my eyes and Im sure many agree, Syko is entitled to the refund from 2K. Ignorance of USPS procedures isn't a good enough excuse either.
