I really no little about HT. People talk about amps, and preamps and I have no idea where those fit in.
A receiver is a preamp and amp in one generally. Those who talk about them separately buy separates. I don't get into it that hard and a good receiver is good enough for me for now. Using a separate pre-amp and amp is like having a dead head in a car and amps(the way most of us run).

So does the preamp play cd's or is a radio like the receiver, or do you need a separate tuner and cd player ETC?

I have never seen them include a CD player. I have seen some with tuners. A Pre-amp basically allows you to switch between sources(CD, DVD, TV, Game Console, Etc) Stuff like that is more JimJ and ther fortay. I am just rockin a Yamaha receiver for now.

EDIT: Oh and it would also handle the processing and decoding.

 
What if you are using something with HDMI which has sound, does that run through the receiver?
Yes. HDMI is a digital output. You still need something to decode it. A receiver or pre-amp do this then send the analog output to your amps. Or in a receiver it routes it to the onboard amp.

So if my TV has HDMI input, and I'm running say a PS3, I'd run the HDMI to my receiver, then to my TV?

Yes. The receiver will have X amount of HDMI inputs to which you can add X amount of HDMI devices. Then it will have an HDMI output for the screen or you can just use component video to the screen like I do. No need sending an audio signal to my TV since I don't want to hear those shitty speakers. Also I need another HDMI cable.
