When I was in the first Gulf War (1991) I had to get fuel in my military vehicle in some forsaken place in the desert. There was only one grade (Premium) and it was 38 cents per gallon. Back in my hometown in the US at the same time, my Dad reported regular fuel was 1.50 per gallon due to price surges during the Gulf War.

While in Europe a few years later (mid to late 1990's) we were rationed fuel. Every month we were given coupons for 120 gallons per month. Most months that was fine. When I wanted to do extra traveling I would either buy rations from friends or we would combine our rations and all go on the same trip. The ration coupons allowed us to purchase fuel for current average US prices (was about 1.45 at the time) while on base. In contrast, fuel on the local economy was about 5.00 per US gallon. I drove a Ford Escort RS Cosworth.
