can't post pics, don't have privlages

I have looked at all 17 pages on how to, bug reporting but I can't find out why I can't post. The error reads I am either trying to edit someone else post or I don't have privlages to post or haven't activated my account. I know I have activated it before.

I go to gallery tab, then my pictures, then upload.

how many post or how much time do I need before I can upload pics to gallery?
