The COTUS is worded and written just fine... but you are a moron. A fool with no comprehension skills AT ALL.

Right off the bat the COTUS states who this is for and who it is talking about. WE the people of the United States. Not people who enter her illegally. You know, the people you want to reward for breaking our laws. When the COTUS says Any Person it is still talking about any AMERICAN.
