California could be the 4th largest economy in the world by itself, and foots the bill for a big chunk of those red states that can't pay their own way.

That's not a valid argument. Let's try again:

Explain how the wording of the COTUS is not correct, and what you have done to make the gov't correct it so it adheres to your beliefs.
I have not seen any press releases where it was amended to match what you want it to be.
