The way that article reads only 12 of the 24 states are state funding the program. TBH, it doesn't matter how these pregnancies get funded; in the end it's American citizens paying to deliver the children of illegals. Even if there were no gov't program at all, we'd just pay via higher premiums, deductibles, etc.
