The administration has been involved since September. So Biden has had ~3 months and no deal yet. Does that qualify as "******** it up?"

2) 3 months is nothing in union negotiations. Heck, home sales negotiations can take 3 months...

Railroad is considered a necessary business for the country and Congress has powers. So the administration can be full in if they need to be.
