I'd say definitely. In the case of 2016 Manofort gave Russia voter data. Enough of a trail to launch an investigation. Ultimately Manofort took the fall. We'll never know lf Manofort acted solely on his behalf or on Trump's behalf.

In the case of 2020, Trump can't conjure up evidence to get it thru court even when the Judge is a Trump appointee. The utter lack of evidence was so bad Gulianai ended up getting his law license suspended for making false and misleading statements to the court (aka perjury). We all remember perjury, the GOP racked Clinton over the coals for making misleading statements about BJ's in the White House.
