Airspace available first. How much power desired/how much can your electrical support. Then shop for a sub/amplifier.
After box rise and a good quality sub/enclosure rms ratings aren't as important as you might of been thinking as far as matching the sub with an amplifier. Best to have a little more power from the amplifier then what the sub is rated for.
Sounds like you're building the enclosure then?

I wish I could but have zero tools for it. I found a really good place in orlando instead that Ill probably use, they just might be expensive. What a reasonable build + install cost around? $200?

Thats reaaaallllly nice! lol But definitely out of my price range. Just curious how many db is it putting out? Is there a lot of windshield flex/ do the doors need sound deadening? How does you electrical system hold up and would mine need an upgrade too?

I really don't know I build my own but just from reading around here I'd guess that would be on the low end. Could be pricey although it is a small box.
Sure ya don't know anyone with at least a circle saw and a jig saw? Could be done for around half that. Don't know anyone that can help out with it? Even if they have just a little experience with wood wouldn't be difficult. Unless you're wanting a custom look.
it would free up some budget for the amp,sub and wiring. You'd just need a little help with the design. Wouldn't be difficult to find help with the design on this forum. You just need to decide what amp and sub you're going to get before anyone can help with the design
