depends on the length of the wire run. i would say yes, simply because the fuse is there to protect the wire, not necessarily the amp. you want to place the fuse as close to the battery in case of an electrical problem the fuse blows instead of the car catching on fire. always recommend using fuses.

pull the radio out and just plug it directly to the amp without running the rcas under the carpet or anything just to see if that eliminates the whine. if so, then its picking it up somewhere along the route. also make sure that the rca's aren't running close to a power wire. since the battery...

actually, that wiring looks wrong. 30 should be the common so that should be hooked up to the 12 volt supply, and the 87 will be your output going to the amps.

you're gonna end up blowing the 6x9s with the subs. i know i did in my last car. that's when i decided not to put anything back there.

on the second plug is it a small black square connector? sounds like you got the premium system with a factory amp.

what kind of radio do you have? try grounding the rca's, its worked on a couple different radios for me.

you may want to get bigger wires for both power and ground. just check all the connections at the amp and at the speakers and make sure nothing came loose.

did you also check the fuse on the radio itself? if so, just test it straight from your battery. connect the black to negative and the yellow and red to positive. if it turns on the problem is in the wiring or another fuse.
