i changed my headunit out and now my tweeters have this high static at 0 volume. I used two other ground spots for the HU but that didnt help. My other headunit didnt do this.

What head unit are you using? Pioneers can have high static if an internal fuse is blown.
Are you using an amp?
i have a kenwood x596 with a rockford 300.4 4 channel amp
When you installed the deck did you disconnect the battery?
no i didnt disconnect it and i checked it and it statics more with my amp
all the rcas are good
You can try to ground the RCA's to the deck. To see if that helps.
You could get an RCA jack at radio shack and test you lines with an MP3 player.
If you hear static with the mp3 its your RCA's.
If its clear return your deck and get an exchange or refund.
have you re-adjusted your gains on your amp? I don't know what your old radio was, but the Kenwood you have has 4v outs; a readjustment may be in order.

the gains are not even set high enough they are on 4/11 and ill ground them tomorrow. ill tell you what happens. my old Hu was a pioneer DXT-2369ub
could it be a ground loop? I used to have a buzzing in my system. Upgraded the battery ground to 4ga. and it fixed it.
its the amp but the rcas arent causing it, because i took them out and it still does it. so idk prob just gonna buy a new amp
