The black blob is a protective cover for an IC that times the flashes and corrects the voltage for the LED.

thanks, but what i really wanted to know was the path of the electrons. Do they jump from the top 2 "fingers" to the bottom one? Then it must jump to the neg side and thats when the LED is off?

They go thru the integrated circuit that spans the leads.
The top "finger" is the trigger lead. The second one is power for the IC. The 3rd one is the output. and the 4th one is the ground for he IC. It is basically a solid state relay with a flasher in it. Instead of using a mechanical switch, it uses a transistor.
