NVX Class D 4-channel amplifier (based on a clone of PPI P900.4 board) with two focal speaker sets can't sound bad. Fair price, but not a "steal". Another concern, why blow >$500 all at once? Pace yourself, carefully select, and install one piece at a time, and then move onto the next piece.
The amplifier you listed is decent, buy you can have effectively the same thing without a bundle for $200. See here:
Soundstream TN4.900D Class D Amplifiers at Onlinecarstereo.com
(Soundstream TN and PPI Phantom are supposed to be the same thing. Polk D class amps, NVX, and Hertz HDP are rumored to based off the same board design as well)
Get the amp installed first, and then think about the speakers. Personally, instead of buying 2 pairs of "entry level" speakers, I would have bought one pair of high end speakers for the front. In an SQ system, rear speakers do not add anything good unless you have surround sound processing. I would recommend Hybrid Audio Unity if you can spend about $350 on a set. If you can to go cheaper, consider the new JBL MS series. Both have very good reivews (check the revews on talkaudio.co.uk and here). One of the best bang for the buck sound deadener products is Raammat BXT2 and Ensolite. Last time I checked, it was a box of 37sq ft of bxt2 material for $90+shipping. You can get half box for half price. Ensolite CCF is also pretty cheap.
