I found out I burnt up my tweets, they are running off a JL 300/4. But I went and looked at the X-overs and the Tweet was to +3dB, should the blame be put on the shop for setting it that high? or on me for listening to me music loud everywhere.

the crossover settings are probably the way that they came out of the box
you're not going to get free speakers, i gaurantee it
so i wouldn't waste time worrying about who's fault it is
that just means your tweet is gonna be +3 louder than the woofer... that doesnt mean they're gonna get more power from the amp or anything... the shop is not to blame for that
Definitely not the shops fault unless you specifically told them to leave the tweet at 0dBs.
