Well, First off I live in a military residency and I saw that there is an option to turn off bass on the HU. This would be ideal for me to kill the bass.I did wire the remote wire from the hu to the amp. But when I go to turn off the amp from the HU it doesn't shut off the amp. Is that normal?

You're turning off the sub, not the amp. So the amp will stay on. The rcas's from the amp should be plugged in the "subwoofer" section behind the hu

On another note, It doesn't turn off the "subs" **** is still playing.

Also couldn't play music because my phone was on bluetooth while recording.

Check that you're using the sub preouts and not the rears.
I know I am using a sub preout because the output is mono. And I bought a mono to stereo connector.
Very odd then. Almost sounds like the HU has some issues. Sorry we haven't been much help.
