I put less than $1500 in mine (after lots of trial and error, and I do all the work myself, didnt pay anyone to install) and I bet you've heard nothing like it
I would recommend two powerful 12's.. maybe 1500rms each. Lets say around $400 for those two subs.
Then maybe another 500$ for the amp.
$80 or so for all the wiring
maybe another $150 for a good battery (either replace battery, or add an additonal trunk battery)
and $150-$200 for a solid pioneer headunit (no touchscreen or anything but top of the line bluetooth, 4v outs, etc, and you are in business my friend.
Thats $1280, and leaves you ALOT more budget for speakers.
edit: i forgot about the box. Find someone locally who knows what they are doing, and Im sure you could have one built for less than 150 that will blow any other box out of the water from bestbuy/internet

If it is for a school project, I would talk to some of the shops about donating some equipment.
Not all shops are bad, people seem to think they should work for pennies. I was a mechanic and our shop rate was $95 a hour, another place was over $130. It takes a lot to keep the doors open on a legitimate business.
Do your research, lurk around, teaching the kids how to do it right will be invaluable.
