Is damping when the enclosure prevents the sub from displacing too much? If you have a sealed fiberglass enclosure that is molded to the floor and doesn't have the sub centered will that effect the damping and performance?

Close... it's really a force that is trying to bring the sub back to its rest position. The damping effects in a sealed enclosure come from the air in the enclosure that acts like a spring that pushes and pulls on a sub. Where the driver is mounted will not really affect the damping of the sealed enclosure.
