With a port of the corrct size it is possile though not nearly always practical to tune any size box to any frequency. That said, you still need to match the box and tuning to the sub in question.

if you ported a 2ft box to 28hz and you wanted to tune a 4ft box to 28hz as well, the port lengths would be different.
